Deputy Head of Procurement

Main Purpose of the role:

The Deputy Head of Procurement role includes:
▪ Deputising for the Head of Finance and Procurement on all procurement and contract management related workstreams
▪ Innovate, transform, and identify efficiency opportunities by providing procurement and contract management leadership. This includes planning, managing and continuous improvement of processes and practices in line with legislation and best practice.
▪ Managing procurement and contract management information systems and data strategies to ensure proper documentation 
▪ Promote strategic sourcing and category management for the core spending activities.
▪ Working collaboratively with stakeholders and colleagues to manage and update the procurement and contract management pipelines, ensuring that the Central Procurement Team (CPT) resourcing is available to support key procurements and contracts.  
▪ Drawing on an extensive experience of commercial and contract management experience to develop commercial capability and support internal teams during both negotiation of contracts, advising on commercial risks of contractual commitments, advising on strategies to manage supplier performance.
▪ Stakeholder management and building external and internal networks. The role could involve representing Finance at internal meetings and the NAO at external events. 
▪ Provide technical support and assistance to the financial audit and value for money teams who are reviewing wider procurement practices across the public sector. This will involve drawing on existing knowledge and experience of public and private sector procurement. 

Main responsibilities:

▪ Advise and make recommendations on the strategic direction of the NAO’s procurement policies to ensure procurement activities are at the leading edge of best practice;
▪ Proactively manage a portfolio of procurement competitions, including provision of expert advice; resolving complex commercial issues and contract management. Applying professional judgement to ensure the effective and efficient delivery of procurement strategies and processes.
▪ Client management including analysing the internal client’s requirements, advising them on the best approach, influencing the route to market, reviewing business cases, specification and tender documentation for compliance, highlighting any issues and ensuring that requirements are fair and do not discriminate. Also, to undertake contract tendering and negotiations, advising on commercial risks.
▪ Identifying and managing legal and project risks.  Acting as the contact for obtaining legal advice on specific areas of risk or drawing on procurement specialists’ expertise to advise internal client. This includes assisting in the response to FOI enquiries. 
▪ Management of the Contract award and decline processes, including development of debrief correspondence (writing to unsuccessful suppliers, and provide feedback and further information in line with procurement regulations).

Key competencies required:

▪ Professional knowledge: This is a key designated procurement post and therefore the post holder must possess the CIPS Graduate Diploma (or demonstrate an equivalent level technical proficiency)
▪ Extensive knowledge of government frameworks is essential.
▪ Good knowledge of EU/UK procurement legislation, together with practical experience of this type of procurement (including knowledge of the Public Contracts Regulations 2015) 
▪ Continuous self-development to ensure good awareness of any changes to procurement process or government policy to ensure compliant fully with EU and UK law
▪ A thorough commercial contract law and demonstrate good commercial awareness (including negotiation, influencing and financial analysis skills) 
▪ Strategic contract management of service providers to ensure contracts deliver not just tender promises but also continuous improvement and added value
▪ Excellent project management skills (including understanding and application of LEAN procurement principles) and 
▪ Proficient in the use of e-tendering portals used for majority of NAO procurements
