Main purpose of the job:

The Local Government team is responsible for the financial audit of MHCLG and Value For Money (VFM) audit of the Ministry and the local authorities with which it works.

The team has a local services data strategy designed to ensure the value for money team makes effective use of information, analytics and analysis as part of holding the ministry to account. The strategy has three streams of work aimed at:

  • Informing the work of the team;
  • Improving the teams’ impact; including by joining up local government data with our data infrastructure and strategy across the office; and
  • Growing a sustainable infrastructure of people, skills and tools within the team.

The successful postholder will play a major role in implementing the existing strategy and setting the direction for future work, as well as contributing more widely to the NAO’s capability and knowledge of complex datasets and data analytics.


Responsibilities

The post-holder will have a wide range of responsibilities which are further detailed below:

• Ensure that the team has easy access to the core data sets relating to local authorities’ spending, financing, activities and outcomes and other relevant datasets. This will involve working with the NAO’s central data team as well as identifying opportunities to expand or improve the data available to the team.

• For individual VFM studies, design and conduct complex analyses as required by study methodologies. Typically this will involve assembling novel data sets, ensuring their quality and submitting them to statistical analysis and modelling to explore relationships between data sets as well as understanding drivers of changes over time.

• Work with study managers to understand current and future work assignments, and draft information plans. Typically an information plan will set out the level of data and information support required; how the study team will use existing resources; any innovative uses of data and information; and, the contribution of data and information specialists.

Key skills/competencies required:

  • Strong academic background with either: a minimum 2:1 degree in a discipline with a substantial quantitative analytical component (e.g. statistics, economics, management science/operations research, finance or data analytics, social research methods) or; a masters degree with a substantial quantitative or research component.
  • Strong knowledge of the management and financing of local public services, particularly local government in England and of the associated information assets.
  • Proven ability to present complex data analysis and its accompanying narrative in a clear and succinct manner that is tailored for relevant audiences.
  • Strong skills in data management and manipulation evidenced by experience of forming and using large and complex data sets.
